Andrew Sugden joined the States of Jersey Police in 2009, having previously held senior roles in both the public and private sectors.

In addition to his experience in business, performance and people management, Andrew also has a strong background of leading complex change programmes.

Andrew leads the Corporate Development Directorate which includes business planning & performance, communications & media, learning & development, and change management. He has an MBA and is a Chartered Fellow of CIPD.




The States of Jersey Police currently operates with a funded establishment of around 211 police officers and about 100 civilian staff. The high ratio of police officers to civilian staff reflects a practical need to maintain operational resilience. Many officers are trained in specialist skills over and above those needed for their normal duties so that they can be called upon at any time to perform specialist roles. These might include firearms, search, surveillance, siege negotiation, collision investigation, public order, CBRN response and family or sexual offence liaison. 

A large investment in training is needed to keep officers at the required level of expertise.
